Job Details

To assist in planning, directing, and managing the operations of the talent acquisition staff.  To provide talent acquisition consulting, expert advice to employees and all levels of management.  Direct the Intern and Project Staff programs, requirements, and assignments.  Develop the strategy, plan and budget for temporary staff acquisition.


• Formulate initiatives and strategies that adhere to and support corporate and department goals and comply with federal, state, and industry regulations and standards and Navy Federal values
• Ensure organizational compliance with Title VII, Age Discrimination in Employment Act, Americans with Disabilities Act, Affirmative Action Plan, and other Federal and state regulations governing recruiting and talent acquisition practices
• Monitor and review recruiting policies and practices to ensure compliance with employment laws and Navy Federal policies and procedures
• Ensure confidentiality and security of information shared internally and externally
• Maintain an understanding of the functions of Navy Federal’s business areas, and their current initiatives and developments
• Guide Hiring Managers to ensure policies, procedures, and employment laws and regulations are being applied fairly, equitably, and consistently
• Establish, develop, and foster relationships and partnerships with educational institutions, professional and trade associations, public employment services, community workforce support initiatives and other organizations
• Develop and implement procedures, policies, and strategies to optimize Navy Federal’s talent acquisition programs and practices, support company goals, enhance Navy Federal’s ability to attract qualified applicants, and reduce costs
• Drive the leverage of technology in talent acquisition; oversee changes and upgrades to systems, determine scope and requirements of system changes, and oversee acceptance testing
• Direct the  development of communication strategies and training programs to ensure maximum impact and effectiveness, and adherence to regulations and quality standards
• Identify, develop, manage, and select of recruiting sources, tools, and media (e.g., NFO, social media sites, networking, advertising, job fairs, direct sourcing, broadcast media) to ensure maximum impact and effectiveness of employment branding and recruiting activities
• Provide management with statistical reports and comparative analyses; identify trends, and recommend changes and/or training
• Collaborate with Procurement in directing negotiations with vendors and consultants regarding contract provisions, pricing, and quality of service
• Review contracts, identify and research discrepancies, and recommend corrections and approval
• Perform supervisory/managerial duties:
   - Ensure adequate/skilled staffing; select employees
   - Establish performance goals and priorities
   - Prepare, conduct and review performance appraisals
   - Develop, mentor and counsel staff
   - Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
   - Ensure section/branch goals and objectives align with division/department strategy
   - Ensure efficiency of operations
   - Leadership Level
• Act as supervisor/manager in the incumbent's absence
• Performs other duties as assigned


• Bachelor’s Degree in a related field or the equivalent combination of training, education, and experience
• Significant knowledge of and experience in the full spectrum and life cycle of the recruiting and talent acquisition process and related practices, regulations, and systems
• Significant experience in executive and technical recruitment
• Advanced knowledge and understanding of Title VII, Age Discrimination in Employment Act, Americans with Disabilities Act, Affirmative Action Plan, and other Federal and state regulations governing recruiting and talent acquisition practices
• Advanced verbal and written communication skills
• Effective skill in public speaking
• Effective skill to influence, negotiate, and persuade to reach agreeable exchange and positive outcomes
• Significant skill in results-oriented leadership in a challenging environment
• Effective skill exercising initiative and using good judgment to make sound decisions
• Effective word processing and spreadsheet software skills
• Effective database and presentation software skills
• Effective skill using HRIS (e.g., PeopleSoft)
• Experience in working with all levels of staff, management, stakeholders, and vendors
• Significant skill to convey an executive presence while recruiting for the highest level positions of the organization
• Significant experience in sourcing, recruiting and identifying candidates for highly specialized and executive level positions
• Effective skill to move comfortably between strategic issues and day-to-day tactical operations
• Desired: Master’s  Degree in Human Resources Management, Organizational Development
• Desired: Working knowledge of NFCU products, services, programs, policies and procedures
• Desired: Working knowledge of Navy Federal Human Resources policies, procedures, and programs
